Line of research: Social Performance and Resource Governance

Francisca has an undergraduate degree in social work from Pontificia Universidad Católica de Chile and a Master of Applied Sciences in Habitat and Development from Université Catholique de Louvain in Belgium. She has a certificate in Program and Public Policy Impact Assessment from Pontificia Universidad Católica de Chile, and in the International Human Rights System from Universidad de Chile.

She has vast experience in the public sector and in civic organizations in social policy, poverty reduction and sustainable development. She has consulted for various international cooperation agencies and multilateral organizations: The World Bank, Inter-American Development Bank, United Nations Development Program, German Cooperation Agency (GIZ) and the Organization of American States (OAS). For the past 10 years she has specialized in sustainable development issues, especially in public-private dialogue programs and initiatives in energy, water access and climate change in Chile and Latin America. She has designed, implemented and evaluated community dialogue and engagement processes in the mining, energy and forestry sectors. Previously she served as Head of the Public Policy Department for the Undersecretary of Human Rights in the Ministry of Justice and Human Rights in Chile.
