Francisca is a Social Worker from Pontificia Universidad Católica de Chile, with studies from the Master’s in Applied Sciences in Habitat and Development from Leuven Catholic University, Belgium. She also has Graduate Diplomas in Impact Evaluation of Programs and Public Policies from Pontificia Universidad Católica de Chile, and International Human Rights Law from Universidad de Chile.
She has vast experience in the public sector and in civil society organisations, in matters of social policy, overcoming poverty and sustainable development. She has experience in international consultancies with multilateral organizations: WB, IDB, UNDP, GIZ and OAS. During the last 8 years she has specialised on issues of sustainable development, especially in programs and initiatives of public-private society dialogue in energy, access to water and climate change for Chile and Latin America. She has designed, implemented and evaluated community participation and relationship processes in the energy and forestry sectors. She was Head of the Department of Public Policy at the Ministry of Justice and Human Rights in Chile.
She is currently Deputy General Manager at SMI-ICE-Chile. She is also professor of Community Relations in the context of Sustainable Development at Universidad Adolfo Ibáñez.
